What each plant makes and what it costs to run.

Electricity, water and sewers travel along the roads. Put a plant beside any road and everything joined to that road network is served, up to the plant's capacity. One unit serves one resident or one job. Nothing is built without electricity and water. A plant with fewer than half its staff drops to half output.
